Cannot Clear or Save Baseline – Project Server 2010

Recently after performing a 2003 to 2010 upgrade, users were having issues saving baselines.  Attempting to do so produced the error below: I noticed the Save Protected Baseline checkbox for the category permissions was unchecked.  Protected baselines are 0-5.  (see below).
