Recently we upgraded our internal Project Server 2013 environment with August 2013 Cumulative Update. During the force upgrade we were getting below error at step 3 of the upgrade.

could accept the message. This is often caused by an incorrect address or SOAP

We were able to access the http://localhost:32843/SecurityTokenServiceApplication/securitytoken.svc successfully, however during upgrade this URL used to be unavailable.
We found that upgrade process were stopping the IIS and hence this endpoint URL used be down. We fixed this issue by following below steps.
- Opened two SharePoint Management Shell Windows.
- In the first window we started the force upgrade using command “PSConfig.exe -cmd upgrade -inplace b2b –force”
- As soon upgrade reached to step 2, we restarted the IIS from second window.
- This helped us to get passed through the endpoint error and upgraded the farm successfully with no errors.
