I had just finished an install and was attempting to access Excel Services and received the above message.  I found this solution on office forums, which did indeed work in my case.

 

1. Open the office application (in my case Excel)

2. Select File

3. Select Options

4. select trust center

5. select Trust center settings

6.  select Protected view

7. Deselect all 3 options

   – enable protected view for files originating from the internet

   – enbable protected view for files located in potentially unsafe locations

   – enable protected view for outlook attachments
